The Verkhovna Rada has adopted a bill in the second reading, which proposes to liquidate medical and social expert commissions (MSECs).
Yaroslav Zhelezniak, a Member of Parliament from the Holos faction, announced this on his Telegram channel, the Ukrainian News agency reports.
A total of 259 parliamentarians voted for the adoption of bill No. 12178 as a whole, with a minimum of 226 votes.
From January 1, MSECs will be replaced by teams of practicing doctors.
The term "assessment of daily functioning of a person" is being introduced instead of "medical and social expertise".
According to the bill, from January 1, 2025, expert teams for assessing daily functioning of a person will begin to work instead of MSECs, which will consist of practicing doctors.
It is envisaged that the relevant teams will work in multidisciplinary medical institutions and will be formed individually from specialized specialists according to the needs of the patient, which will increase the professionalism of the expertise.
It is also assumed that the new system will be digitalized, the attending physician will be able to electronically refer the case for assessment, and the assessment results will automatically be entered into the Unified Information System of the Social Sphere for further steps on rehabilitation, assessment of work capacity and, if necessary, the assignment of state payments.
At the same time, it is proposed to determine that the heads of the MSECs who held their positions before January 1, 2025, do not have the right to assess the condition of a person.
A medical conclusion on temporary incapacity for work is formed for the entire period of the condition, which leads to temporary loss of work capacity.
Mechanisms for appealing the decisions of the teams are also provided.
The new assessment system will be financed through the National Health Service of Ukraine (NHSU).
As the Ukrainian News agency earlier reported, the Cabinet of Ministers proposed to the Rada to liquidate the MSECs from 2025.
