The Migration Service denies passports to young men aged 18 to 25 abroad without registration in the register of conscripts.
This is stated in a report by the Verkhovna Rada Committee on Youth and Sports, Ukrainian News Agency reports.
It is noted that the committee considered the issue of the status of implementation of the Cabinet of Ministers resolution No. 932 of August 16, 2024 regarding the registration of young citizens of Ukraine aged 16 to 25, in particular, those who are outside Ukraine.
According to the report, the committee members have received information that separate divisions of a state enterprise under the jurisdiction of the State Migration Service, located outside Ukraine, are refusing to accept documents for registration (including replacing a lost or stolen one) and exchange of a passport of a citizen of Ukraine, a passport of a citizen of Ukraine for traveling abroad, to male persons aged 18 to 25 who do not have an entry in the register of conscripts, citing the lack of technical ability to transfer information about the person to the Register of Conscripts.
This is also confirmed by official data from the Ministry of Internal Affairs, according to which documents for the implementation of the specified actions were accepted from only 9 persons who do not have an entry in the Register of Conscripts.
The Committee notes that this encourages young Ukrainians whose passports of a citizen of Ukraine for traveling abroad are expiring to apply to foreign countries to obtain temporary documents, since they do not have the opportunity to register for military service and obtain a passport of a citizen of Ukraine, a passport of a citizen of Ukraine for traveling abroad, despite the fact that they are not subject to mobilization.
The Committee believes that in order to avoid the above-mentioned negative circumstances and to facilitate the return of Ukrainian youth to their homeland after the victory in the war with russia, it is necessary to develop an effective and understandable algorithm for registering male persons aged 17 to 25 who are outside Ukraine for military service, and to publish it in the media and social networks.
As Ukrainian News Agency earlier reported, the Ministry of Defense plans to complete the registration of conscripts aged 16 to 25 by the end of 2024. At the same time, the Ministry of Defense is waiting for an algorithm of actions from the General Staff for Ukrainians who have gone abroad and who have violated the rules of registration.
On August 16, the Cabinet of Ministers introduced an experiment on automatic verification and checking of information about conscripts, those liable for military service and reservists, in particular, it is stipulated that boys aged 17 to 25 should be registered for military registration without passing a military medical commission, this applies to both those who live in Ukraine and those who are abroad.
