The Cabinet of Ministers has clarified the procedure for the booking of persons liable for military service for the period of martial law. From December 1, the booking of persons liable for military service will again be carried out through the Diia. At the same time, according to the new criteria, all critically important enterprises must confirm their status by February 28, 2025.
Member of Parliament, member of the Committee on Economic Development Bohdan Kytsak announced this on the air of Kyiv24.
In particular, Kytsak explained the changes in the booking of enterprise employees. According to him, the document contains a key norm that will lead to the fact that a significant number of people who were previously booked will lose such status altogether.
An employee whom the enterprise applies for booking must now not only receive a salary of at least UAH 20,000. He must have worked at the enterprise until May 18, 2024. If a person got a job at a critical institution after this date, he cannot receive a booking.
According to the MP, this means that among the number of people booked before the Cabinet of Ministers adopted the relevant resolution, a significant part will be deprived of the booking status.
Kytsak noted that only 50% of employees of the State Bureau of Investigation, the National Police, the Prosecutor's Office, and the National Anti-Corruption Bureau can be booked or receive a deferral, but the Minister of Defense of Ukraine is authorized by his separate order to increase the number and ability to book such employees to 100%.
As for enterprises, according to Bohdan Kytsak, there is one key norm that will actually lead to the fact that the number of people who were previously booked will not lose this status at all.
"This means that enterprises that submit their data for booking, they must not simply respond to the fact that the employee has been receiving a salary of UAH 20,000 for the last three months, or that the enterprise falls under the status of criticality, which is determined at the level of regional military administrations, in addition, this employee should have worked until May 18, 2024," Kytsak noted, if an employee appeared after this date at a certain enterprise and received a booking, then now he will lose this opportunity.
This means that among the number of booked people that was before: from 900,000 to one and a half million, a significant number of people will lose this opportunity and the status of being booked.
At the same time, the criteria are the same for state and private enterprises. But there are exceptions. These are enterprises that work in defense industrial complex and in the production of weapons.
As the Ukrainian News agency earlier reported, in October the Cabinet of Ministers instructed to review the list of critical enterprises due to the increase in the number of booked people. According to media reports, the decision was made because President Volodymyr Zelenskyy was outraged by the booking of 1.5 million people from mobilization.
Earlier, Prime Minister Denys Shmyhal stated that the new procedure for booking from mobilization to the army will be effective from December 1.
