Cabinet instructs to review list of critical enterprises due to increase in number of reserved ones

The Cabinet of Ministers instructed to review the list of critical enterprises due to the increase in the number of employees reserved from mobilization.

The text of the relevant government decision dated October 8 was published by The Page, Ukrainian News Agency reports.

In particular, the Cabinet of Ministers agreed with the proposal of First Deputy Minister of Defense Ivan Havryliuk to conduct an audit of critical enterprises that received such status from local self-government bodies.

By November 15, regional (military) state administrations, with the participation of territorial recruitment and social support centers, must conduct an audit of decisions on determining enterprises that are critical for the functioning of the economy and ensuring the livelihood of the population, and inform the Ministry of Economy of the results.

The Ministry of Economy must analyze the information provided, taking into account the reservation of those liable for military service, and inform the Cabinet of Ministers by November 20.

The Ministry of Economy, together with the Ministry of Defense, must submit a decision for the government's approval, which, in particular, provides for the procedure for checking the validity of the decisions taken on the designation of enterprises, institutions, and organizations as critically important, as well as for the review of such decisions.

It is also envisaged to cancel the postponement of deferral for those liable for military service in the event of detection of unjustified reservations.

At the same time, it is planned to stop the operation of the procedure for identifying critical enterprises until November 15.

The central and local bodies of the executive power are instructed to refrain from making decisions on the recognition of enterprises as critical until the settlement of the reservation of those liable for military service.

The initiator of the decision, Havryliuk, quoted by Suspilne, explained the decision by the fact that the number of reserved people has increased dramatically in recent months.

"The decision was made because the number of reserved people increased dramatically. Within two years, there were 540,000 people, and here in a couple of months - the increase has doubled," he said.

At the same time, he denied the suspension of the reservation, which was reported by the media. Also, according to him, there are currently more than a million reserved men in Ukraine.

The Economic Pravda publication, citing its own sources, reported that the decision was made because President Volodymyr Zelenskyy was outraged by the reservation from the mobilization of 1.5 million people.

As Ukrainian News Agency earlier reported, according to the decision of the Cabinet of Ministers, it is now allowed to reserve 50% of employees, liable for military service, of enterprises critical to the functioning of the economy.

According to the Ministry of Economy, as of August, the total number of people reserved was 770,000.

From July 17, the Diia portal began to operate the reservation of employees liable for military service.

The Ministry of Economy previously stated that 1.2 million people can be reserved from mobilization in Ukraine, more than half of this amount has already been used.
