All critical enterprises must confirm their status for the booking of their employees from mobilization to the army by February 28, 2025.
This is stated in the Cabinet resolution No. 1332 of November 22, the Ukrainian News agezncy reports.
"To establish that deferrals from conscription for military service during mobilization, which were granted to persons liable for military service by decisions of the Ministry of Economy before the entry into force of this resolution, are valid for the period for which they are granted, but no longer than until February 28, 2025," the document states.
This resolution comes into force on December 1, 2024, the central executive authorities are instructed to review the decisions made on the designation of enterprises, institutions, and organizations as critically important for the functioning of the economy and ensuring the livelihoods of the population during a special period within three months, that is, by the end of February.
According to the Ministry of Economy, from December 1, the booking of persons liable for military service will again take place through the Diia portal.
The algorithm for recognizing enterprises as critically important does not change; as before, the enterprise applies to the relevant ministry or the regional military administration to obtain such status, while the sectoral and regional criteria for criticality are now agreed upon by the Ministry of Defense and the Ministry of Economy.
In addition, additional criteria of critical importance have been established:
For private enterprises, a mandatory criterion is established - the accrued average salary in the enterprise for the last calendar quarter must be at least 2.5 times the minimum wage (UAH 20,000 as of November 15, 2024), the accrued salary of the employee who is booked must also be at least UAH 20,000.
A mandatory criterion is introduced for enterprises - the absence of arrears in the payment of all taxes.
After confirming the criticality, enterprises must resubmit lists of employees for booking through Diia, until the submission of updated lists, all provided bookings remain valid.
Enterprises are prohibited from booking employees who are not on military registration or do not have military registration documents.
Monthly monitoring of enterprises' compliance with the established requirements regarding the average salary at the enterprise, the level of tax payment, and the number of persons liable for military service will be carried out.
If it is determined that the enterprise does not meet the requirements, a request will be generated for it to provide explanations, in the event of a negative monitoring result, the enterprise will be deprived of the status of critical.
As the Ukrainian News agency earlier reported, on November 15, Prime Minister Denys Shmyhal announced that a new procedure for booking from mobilization to the army will come into effect from December 1.
In October, the Cabinet of Ministers instructed to review the list of critical enterprises due to the increase in the number of booked personnel.
According to media reports, the decision was made because President Volodymyr Zelenskyy was outraged by the booking from mobilization of 1.5 million people.
