Ukraine is not going to cancel the budget form of education for students of higher educational institutions, introducing a grant system instead, which will partially cover the cost of education.
Serhii Babak, the head of the parliamentary committee on education, science and innovation, stated this in an interview with the Ukrainian News agency.
"No. We didn't go for it. I don't think we will. There are areas in which the state is a conditional monopolist as an employer. For example, 99% of teachers work for the state and receive funds from the state budget. The situation with doctors is a little different, but similar. Our nuclear power industry is exclusively state-owned, and so on. If the state pays salaries, it means that the state needs these specialists. We are not against the market training them, but for now the market is not training them, because these are not the most popular professions, let's be honest, but the state needs them. We will order teachers, doctors, railway workers, etc. from the state. There will be a state order," he answered the question of whether state orders in universities would be canceled.
Regarding the introduction of the grant system, Babak explained that its introduction will go in parallel with state orders and will not replace the latter. All branches of government agreed not to launch a full-fledged grant system this year due to the adoption of the bill, but decided to make an experimental project, Babak noted.
"The plan is that if we draw the right conclusions together with the Ministry of Education, the Ministry of Finance after the experiment, we will make these amendments to the second reading, then there is a possibility that we will adopt it at the beginning of next year, so that everyone understands the admission system in advance," the head of the education committee said regarding the future fate of the grant system in higher education.
As the Ukrainian News agency earlier reported, an experimental system was launched during this year's admission campaign, under which applicants could receive a state grant to pay for a university contract of UAH 15,000 or more annually during their studies.
