Cabinet approves draft state budget for 2025 for second reading

The Cabinet of Ministers has approved the draft state budget for 2025 for the second reading in the Verkhovna Rada.

Prime Minister Denys Shmyhal announced this on the Telegram channel, the Ukrainian News agency reports.

"Despite the introduction of certain changes, the main priority remained unchanged - defense, defense capability and security of Ukraine. We propose to allocate UAH 2 trillion 225 billion for these needs. All funds of Ukrainian taxpayers will go exclusively to support the Security and Defense Forces, to manufacture and purchase new weapons, drones and equipment," he noted.

Shmyhal added that the social sphere, education and medicine remain among the priorities of the budget.

He reported that budget expenditures were increased by UAH 50 billion before the second reading:

an additional UAH 24 billion is proposed to be allocated for education, from these funds: UAH 12 billion for extra payments to teachers and another UAH 12 billion for investment projects in the educational sphere;

an additional UAH 6.3 billion - to be directed to medicine;

an additional UAH 5 billion - to be allocated to support veterans.

Shmyhal also noted that the Road Fund will not be financed in 2025, but UAH 12.6 billion will be allocated for the repair of areas important for the defense and functioning of the state's economy.

Further work of the eRecovery program and its full financing were also foreseen.

"This draft budget meets the main challenges our country is facing. This is our guarantee that Ukraine will have the necessary resources to endure, win and become even stronger," the Prime Minister said.

In turn, the member of the Verkhovna Rada from the Holos faction, the first deputy chairman of the tax committee Yaroslav Zhelezniak stated on the Telegram channel that it is expected that next week the draft state budget 2025 will be considered by the parliamentarians of the budget committee and in a week the Rada will adopt it as a whole in order to fulfill the norm of the regulation on the adoption of the budget by November 20.

At the same time, Zhelezniak also noted that the main change in the 2025 budget is that expenditures will increase by UAH 50 billion, stressing that the bill on tax increase adopted by the Rada (11416d) has not yet been signed by President Volodymyr Zelenskyy.

As the Ukrainian News agency earlier reported, on October 31, the Verkhovna Rada adopted the state budget for 2025 in the first reading.
