The Verkhovna Rada has adopted the state budget of Ukraine for 2025 in the first reading.
247 parliamentarians voted for the adoption of draft resolution No. 12000-p, with the minimum required 226, the Ukrainian News agency reports.
According to the Budget Code and the regulations of the Verkhovna Rada, the draft state budget for next year must be adopted in the first reading by October 20.
After that, the Cabinet of Ministers, with the participation of the parliamentary budget committee, must, within 14 days, but no later than November 3, submit to the parliament an updated project taking into account its budget conclusions with a comparative table explaining the reasons for rejecting individual proposals of the parliament.
The Cabinet of Ministers proposes to the Verkhovna Rada to adopt the 2025 state budget with revenues of UAH 2.3 trillion and expenditures of UAH 3.9 trillion.
The marginal volume of the deficit is UAH 1,640.630 billion, or 19.4% of GDP.
The hryvnia exchange rate set in the budget for next year is 45 UAH/USD, inflation is 9.5% (December to December), GDP growth is expected to be lower next year than this year - 2.7%.
The need for external financing for the next year is more than expected: USD 38.4 billion, and the public debt to GDP should decrease to 97% of GDP (this year it will be 100.5% of GDP).
In addition, the minimum salary will be UAH 8,000, the living wage – UAH 2,920.
As the Ukrainian News agency earlier reported, it was previously announced that the Verkhovna Rada plans to adopt the 2025 state budget in the second reading at the end of November.
