When enrolling in educational institution, deferment from military registration must be granted regardless of date of person's departure abroad - Reintegration Ministry

When enrolling in an educational institution, deferment from military registration must be granted regardless of the date of the person's departure from the territory of active hostilities abroad.

This is stated in the message of the Ministry of Reintegration of the Temporarily Occupied Territories, the Ukrainian News agency reports.

It is noted that this was discussed at a meeting of the Coordination Headquarters on De-occupied Territories chaired by Deputy Prime Minister Iryna Vereshchuk.

During the meeting, the representative of the Ministry of Education and Science reported on the state of implementation of Clause 34 of the Procedure for the organization and maintenance of military records of conscripts, persons liable for military service and reservists, approved by Cabinet of Ministers Resolution No. 1487 of December 30, 2022.

On July 9, 2024, the Government adopted amendments to Paragraph 34 of the Procedure, according to them, in the conditions of martial law, enrollment in educational institutions of citizens who are subject to military registration and are in the temporarily occupied territories (TOT) or have left the TOT and territories of active hostilities abroad, is carried out with a delay in their inclusion in the military register.

It is noted that the Ministry of Education provided methodological recommendations for institutions of higher and professional pre-university education regarding the implementation of Clause 34 of the Procedure, however, citizens who left abroad from settlements that at the time of departure did not belong to the territories of active hostilities were under question.

"These changes should apply to all citizens, regardless of when exactly they left. The main requirement is that the settlement belonged to the territories of active hostilities at the time of the citizen's appeal," the Deputy Prime Minister emphasized.

Vereshchuk instructed the Ministry of Education to finalize this aspect.

As the Ukrainian News agency earlier reported, in July the Cabinet of Ministers postponed the military registration of men under 25 years of age who live in temporarily occupied territories, as well as persons who have moved abroad from these territories and territories of active hostilities and are entering universities.
