Serhii Lysak is the head of the Odesa City Military Administration and the former head of the Dnipropetrovsk Regional State Administration.

Born on December 21, 1975, in Odesa. Participant in the ATO and the full-scale war in Ukraine.

Career

For over 20 years, he worked for the Security Service of Ukraine in various regions, including Odesa, Vinnytsia, and Zakarpattia. According to some reports, Lysak served in “Alfa,” a special unit of the SBU.

He participated in the ATO in 2014–2015 and 2017.

In 2014–2015, he coordinated security measures aimed at countering sabotage and reconnaissance groups. The main focus of his activities on the front lines was ensuring the protection of critical infrastructure.

From May 13, 2020, to July 19, 2022, Serhiy Lysak served as head of the SBU Regional Office in Zhytomyr Oblast.

On March 26, 2022, he was promoted to the rank of brigadier general.

From July 19, 2022, to February 7, 2023, he served as head of the USBU in Dnipropetrovsk Oblast.

On October 15, 2025, Serhiy Lysak was dismissed from his position as head of the Dnipropetrovsk Regional State Administration in accordance with his own request.

On October 15, 2025, he was appointed by presidential decree to the position of head of the Odesa City Military Administration of the Odesa District in the Odesa region.

Family

He is married and has two children.
