In 1995, he graduated with honors from the I. I. Mechnykov State University of Odesa (majoring in Jurisprudence).
Career
Since 2000, he has been a member of the International Bar Association, in 2012 he was elected Deputy Chairman of the Subcommittee on Land Transportation of the IBA Maritime and Transport Law Committee.
2010-2015 - Member of the Odesa City Council for District No. 23.
2012-2019 - Deputy Chairman of the Presidium of the Odesa Regional Bar Association.
2013-2016 - Chairman of the Committee on International Relations of the National Bar Association of Ukraine.
Co-founder and member of the board of the Odesa Diplomatic Club public organization. Co-founder and director of the Pravo law company.
Politics
In 2019, he was elected Member of Parliament of the 9th convocation from the Servant of the People party on the party list under number 108, however, he is listed as non-affiliated on the list. Member of the Servant of the People parliamentary faction. Since November 10, 2019, he has been a member of the Servant of the People party.
Until January 14, 2020, he was Deputy Chairman of the Verkhovna Rada of Ukraine Committee on Legal Policy, after that - Chairman of the Committee.
Member of the delegation to participate in the Trilateral Contact Group, representative in the working subgroup on political issues. Member of the National Council on Anti-Corruption Policy.
On July 27, 2022, the Verkhovna Rada approved the appointment of Andrii Kostin to the position of Prosecutor General of Ukraine.
On July 28, 2022, the President of Ukraine Volodymyr Zelenskyy signed a decree appointing Andrii Kostin as Prosecutor General.
On October 22, 2024, Kostin resigned from his position as Prosecutor General. On October 29, the Verkhovna Rada supported his dismissal. On October 31, 2024, the President of Ukraine signed a decree dismissing Kostin from the position of Prosecutor General.
Since April 7, 2025, he has been the Ambassador Extraordinary and Plenipotentiary of Ukraine to the Kingdom of the Netherlands. He is also the Permanent Representative of Ukraine to the Organization for the Prohibition of Chemical Weapons.

In 2003, he was awarded the Certificate of Honor of the Head of the Odesa Regional State Administration.
In 2007, he was awarded the Shereshevskyi Special Medal (No. 8) and the title of Honorary Lawyer by the Odesa Regional Bar Association.

Married. The couple is raising 3 children.
Criticism
The media reported that the daughter of Prosecutor General Andrii Kostin, Anastasia, complained on the Internet about life in "Scotland-Finland" and asked "to get back home in Monaco".
According to data on the official website of the Verkhovna Rada, Kostin rented an apartment for state funds using his mandate until the last day in parliament.
Kostin began to earn 5 times more before his appointment as Prosecutor General.
