In 2000, he graduated from the Institute of International Relations of the Taras Shevchenko National University of Kyiv, receiving a master's degree in international economic relations.
Career
1999-2002 - international auditing and consulting group PricewaterhouseCoopers (PwC), specialized in strategic management and corporate transformations.
2002-2010 - Naftogaz of Ukraine Group, went from chief specialist to advisor to the Chairman of the Board.
2010-2014 - co-founder and partner of the investment banking group AYA Capital. Engaged in raising debt and equity capital, restructuring credit debt and reorganization of the corporate structure of large enterprises and holdings.
March 25, 2014 - April 28, 2021 - Chairman of the Board of the Naftogaz of Ukraine National Joint-Stock Company.
Investigation by the SACPO and NACB
In January 2023, the Specialized Anti-Corruption Prosecutor's Office (SACPO) and the National Anti-Corruption Bureau of Ukraine (NACB) informed Kobolev of suspicion of receiving a USD 10 million bonus in 2018 for defeating Gazprom in Stockholm for USD 4.6 billion. According to the SACPO, in 2018, Kobolev himself, abusing his official position, initiated consideration by the supervisory board of the issue of payment of this bonus and established its amount himself.
The court refused to send Kobolev to a pre-trial detention center. On March 14, 2023, the High Anti-Corruption Court (HACC) ordered Kobolev to wear an electronic bracelet. On March 18, 2023, the SACPO extended Kobolev's preventive measure for another 2 months, and on April 7, the term was extended again for 2 months.

Divorced, has 3 daughters and a stepson - Lev Makovetskyi, who lives in the UK.
