Finance Ministry fulfills state budget borrowing plan for 85.7%, attracting UAH 1,471.2 billion in 11M

In the first eleven months of 2023, the Ministry of Finance fulfilled the plan for borrowing from the state budget for 85.7%, attracting UAH 1,471.2 billion.

This follows from a statement by the Ministry of Finance, the Ukrainian News agency reports.

Actual state borrowings to the general fund of the state budget for the first eleven months of 2023 amounted to UAH 1,471.2 billion, or 85.7% of the planned for this period.

A total of UAH 508.0 billion was raised from the placement of domestic government loan bonds for financing the state budget, including UAH 151.9 billion in foreign currency (USD 3,385.2 million and EUR 709.3 million).

At the same time, UAH 247.9 billion was raised due to the issuance of military domestic government loan bonds.

A total of UAH 963.2 billion (or USD 26.4 billion) came from external sources, in particular:

  • UAH 653.3 billion (EUR 16.5 billion) of EU macro-financial assistance funds in accordance with the Memorandum of Understanding between Ukraine and the EU (Instrument for providing support to Ukraine for 2023 (macro-financial assistance +, MFD-IX);
  • UAH 131.4 billion (2.7 billion in Special Drawing Rights) of the receipt of IMF funds within the framework of the four-year program of extended financing of the EFF;
  • UAH 64.2 billion (CAD 2.4 billion) inflow of loan funds from the Government of Canada;
  • UAH 54.9 billion (USD 1.5 billion) inflow of loan funds from the International Bank for Reconstruction and Development (IBRD) to support development and recovery policy;
  • UAH 18.3 billion (USD 500.0 million) inflow of funds from the IBRD loan within the framework of the Fourth additional financing of the project Supporting Public Expenditures To Ensure Sustainable Public Administration In Ukraine;
  • UAH 18.1 billion (USD 500.0 million) inflow of funds from the IBRD loan within the framework of the Fifth additional financing of the project "Supporting public expenditures to ensure sustainable public administration in Ukraine";
  • UAH 16.1 billion (EUR 404.3 million) inflow of funds from the IDA loan within the framework of the project Supporting State Expenditures To Ensure Sustainable Public Administration In Ukraine;
  • UAH 4.8 billion (USD 132.0 million) inflow of funds from the IBRD loan within the framework of the project Acceleration Of Investments In The Agriculture Of Ukraine;
  • UAH 1.8 billion (EUR 47.0 million) inflow of loan funds from the IBRD within the framework of the project Strengthening The Health Care System And Saving Lives;
  • UAH 0.2 billion (USD 6.0 million) inflow of funds from the IBRD loan within the framework of the project Additional Financing Of The Project To Improve Health Care At The Service Of People.

At the same time, payments for repayment of the state debt for the first eleven months of 2023 amounted to UAH 418.8 billion (97.9% of the plan), and payments for maintenance - UAH 225.0 billion (93.1% of the plan).

Funds raised from placements of domestic government loan bonds for the first eleven months of 2023 made it possible to fully cover the need for funds necessary to make payments for the repayment of domestic government loan bonds.

As the Ukrainian News agency earlier reported, in the first ten months of 2023, the Ministry of Finance fulfilled the plan for borrowing from the state budget by 86.3% and attracted UAH 1,341.4 billion.
