The commission for special investigations did not find violations of the law in the actions of the Chairman of the State Fiscal Service, Ihor Bilous, and proposed to the Cabinet of Ministers to reinstate him in his position with a simultaneous expansion of powers

The commission, which was created to conduct an investigation of possible violations in the operations and management of the State Fiscal Service of Ukraine, has completed the investigation.

As a result of the study of the current situation, the commission came to a conclusion that there is a need to create a comprehensive program of reforming fiscal and customs bodies and define a strategy for their further development.

In the conclusion act of the commission dated March 17, 2015, there are following proposals for the Cabinet of Ministers of Ukraine to take actions regarding the head of the SFS Ihor Bilous:

Section № 3: «To let Ihor Bilous return to his position to fulfil his duties as the Head of the State Fiscal Service and set a task for him to present a reform plan in the tax and fee administration system with specific goals within a month. After 6 months, Bilous should present the report on the implementation of the approved plan at the Cabinet of Ministers of Ukraine. Based on the presentation results, the Cabinet of Ministers should make a decision regarding the employment contract prolongation of the Head of the State Fiscal Service Ihor Bilous».

In Section № 5 of the above-mentioned document, the following is indicated: «Provide the Head of the SFS Ihor Bilous with all powers regarding the management of tax police and customs units, the appointment of key personnel of those bodies».

At the same time, the commission recommended the Cabinet of Ministers to consider the dismissal of A. Makarenko and V. Khomenko from the deputy positions of the Head of State Fiscal Service.
