Finance Ministry implements state budget borrowing plan for 88.2% and attracts UAH 1,121 billion in 8M

In the first months of this year, the Ministry of Finance fulfilled the plan for borrowing from the state budget for 88.2% and attracted UAH 1,120.6 billion.

This follows from a statement by the Ministry of Finance, the Ukrainian News agency reports.

Actual state borrowings to the general fund of the state budget for the first months of 2023 amounted to UAH 1,120.6 billion, or 88.2% of the planned for this period.

A total of UAH 351.3 billion was raised from the placement of Domestic Government Loan Bonds to finance the state budget, including UAH 106.5 billion in foreign currency (USD 2,191.1 million and EUR 660.9 million).

At the same time, UAH 160.2 billion was raised due to the issuance of military Domestic Government Loan Bonds.

UAH 769.3 billion (or USD 21.0 billion) came from external sources, in particular:

- UAH 477.7 billion (EUR 12.0 billion) - receipt of EU macro-financial assistance funds in accordance with the Memorandum of Understanding between Ukraine and the EU (Instrument for providing support to Ukraine for 2023 (macro-financial assistance +, MFD-IX);

- UAH 131.4 billion (2.7 billion in Special Drawing Rights) - the receipt of IMF funds within the framework of the four-year program of extended financing of the EFF;

- UAH 64.2 billion (CAD 2.4 billion) – receipt of loan funds from the Government of Canada;

- UAH 54.9 billion (USD 1.5 billion) - receipt of funds from the IBRD loan to support the development and recovery policy;

- UAH 18.3 billion (USD 500.0 million) - receipt of funds from the IBRD loan within the framework of the Fourth additional financing of the project titled Supporting Public Expenditures To Ensure Sustainable Public Administration In Ukraine;

- UAH 16.1 billion (EUR 404.3 million) - receipt of funds from the IDA loan within the framework of the project Supporting Public Expenditures To Ensure Sustainable Public Administration In Ukraine;

- UAH 4.8 billion (USD 132.0 million) - receipt of funds from the IBRD loan within the framework of the project titled Acceleration Of Investments In Ukraine’s Agriculture;

- UAH 1.7 billion (EUR 42.3 million) - the receipt of funds from the IBRD loan within the framework of the project titled Health Care System Strengthening And Saving Lives;

- UAH 0.2 billion (USD 6.0 million) - receipt of funds from the IBRD loan within the framework of the project titled Additional Financing Of Project To Improve Health Care At The Service Of People.

At the same time, payments for repayment of the state debt for the first eight months of 2023 amounted to UAH 301.5 billion (95.7% of the plan) and maintenance payments - UAH 159.7 billion (94.2% of the plan).

Raising funds from placements of Domestic Government Loan Bonds for the first eight months of 2023 made it possible to fully cover the need for funds necessary for making payments for repayment of Domestic Government Loan Bonds.

As the Ukrainian News agency earlier reported, in the first eight months of 2023, the state budget was implemented with a deficit in the amount of UAH 714.6 billion, including the general fund - in the amount of UAH 749.8 billion, against the planned deficit of the general fund for the first months of 2023 UAH 1,237.4 billion.
