Finance Ministry Implements Borrowing Plan For State Budget For 82.9% Attracting UAH 879.1 Billion In H1

In the first six months of 2023, the Ministry of Finance fulfilled the plan for borrowing from the state budget for 82.9%, attracting UAH 879.1 billion.

This follows from a statement by the Ministry of Finance, the Ukrainian News Agency reports.

Actual state borrowings to the general fund of the state budget for the first six months of 2023 amounted to UAH 879.1 billion, or 82.9% of the planned for this period.

UAH 285.7 billion was raised from the placement of domestic government loan bonds to finance the state budget, including UAH 97.4 billion in foreign currency (USD 1,963.8 million and EUR 640.9 million).

At the same time, UAH 130.0 billion was raised thanks to issuing domestic government loan bonds.

UAH 593.4 billion was raised from external sources, in particular:

UAH 357.0 billion (EUR 9.0 billion) - receipt of EU macro-financial assistance funds under the Memorandum of Understanding between Ukraine and the EU (Instrument for providing support to Ukraine for 2023 (macro-financial assistance +, MFD-IX);

UAH 131.4 billion (2.7 billion in Special Drawing Rights) - the receipt of IMF funds within the framework of the four-year program of extended financing of the EFF;

UAH 64.2 billion (CAD 2.4 billion) – receipt of loan funds from the Government of Canada;

UAH 18.3 billion (USD 500.0 million) - receipt of funds from the MBRD loan within the framework of the Fourth additional financing of the project Supporting Public Expenditures To Ensure Sustainable Public Administration In Ukraine;

UAH 16.1 billion (EUR 404.3 million) - receipt of funds from the International Development Agency (IDA) loan within the framework of the project Supporting Public Expenditures To Ensure Sustainable Public Administration In Ukraine;

UAH 4.8 billion (USD 132.0 million) - receipt of funds from the MBRD loan within the framework of the project Acceleration of Investments in the Agriculture of Ukraine;

UAH 1.3 billion (EUR 33.4 million) - receipt of funds from the MBRD loan within the framework of the project Strengthening the Health Care System and Preservation of Life;

UAH 0.2 billion (USD 6.0 million) - receipt of funds from the MBRD loan within the framework of the project Additional Financing of Project to Improve Health Care at Service of People.

At the same time, payments for repayment of the state debt for the first six months of 2023 amounted to UAH 246.1 billion (96.6% of the plan) and maintenance payments - UAH 116.8 billion (89.2% of the plan).

Raising funds from placements of domestic government loan bonds for the first six months of 2023 made it possible to fully cover the need for funds necessary to repay government bonds.

As the Ukrainian News agency earlier reported, in the first five months of 2023, the Ministry of Finance fulfilled the plan for borrowing from the state budget for 87.9%, attracting UAH 738.9 billion.

In 2022, the Ministry of Finance fulfilled the plan for borrowing from the state budget by 67.3% and attracted UAH 1,261.1 billion.
