PGO And SBI Complete Investigation In-Absentia Of Case Against Yanukovych And 9 Ex-Officials From His Entourage About Shooting Of Protesters On Maidan

The Prosecutor General's Office (PGO) and the State Bureau of Investigation (SBI) have completed an investigation of the case against former President Viktor Yanukovych and nine ex-officials from his entourage about the shooting of protesters on the Maidan.

Ukrainian News Agency learned this from the press service of the Prosecutor General's Office.

They are suspected of organizing forceful opposition to protesters in the center of the capital on February 18-20, 2014.

Since the ex-officials are hiding from the investigation and the court, the pre-trial investigation in criminal proceedings was carried out according to a special (in absentia) procedure.

Currently, the defense has been informed about the completion of the investigation and the provision of access to the materials of the pre-trial investigation.

After familiarization of the defense with the materials of the case, the indictment will be sent to the court to decide on the consideration of the case.

The investigation established that the former President, the head of the Security Service of Ukraine, the Minister of Internal Affairs, the head of the Main Directorate of the Ministry of Internal Affairs in Kyiv and their deputies, the commander of the internal troops of the Ministry of Internal Affairs, the Minister of Defense, the commander of the capital's special police regiment Berkut wanted to stop the mass protests that jeopardized Yanukovych's tenure in power.

Exceeding authority and official powers and without legal grounds, they organized the use by law enforcement officials and military personnel of physical violence, special equipment, firearms and military equipment to counter and disperse demonstrators by force.

On February 18, 2014, they organized a violent dispersal of participants in a street march to the Verkhovna Rada in support of the vote for a return to the 2004 Constitution, which provided for the limitation of the powers of the President.

Besides, on February 18, in the afternoon, an assault on the Maidan was organized under the guise of an anti-terrorist operation, and on the morning of February 20 - the shooting of the protesters by members of the Berkut "black company" and "titushki" from firearms.

Such actions led to mass casualties among the protesters in the central part of Kyiv, including the death of 67 civilians.

In total, 887 civilians and 132 law enforcement officers were injured.

Property damage was inflicted in the amount of more than UAH 16 million.

Within the framework of criminal proceedings, 1,019 episodes of criminal acts were investigated.

Production materials amount to more than 1,500 volumes.

Prosecutors and investigators conducted more than 4,500 interrogations of witnesses and victims, more than 1,000 investigative experiments, more than 2,000 examinations of the scene of events, documents, video recordings, more than 3,500 forensic, ballistic, complex, cytological, chemical examinations.

Pre-trial investigation in criminal proceedings was carried out by investigators of the State Bureau of Investigation.

As Ukrainian News Agency earlier reported, in August, the Pecherskyi District Court of Kyiv authorized an investigation in absentia of former President Viktor Yanukovych in the Maidan case.
