The Verkhovna Rada adopted in general the conclusions and proposals to the bill on the state budget for 2021, which means the adoption of the state budget in the first reading.
275 MPs voted for the adoption of the draft resolution No. 4000-п as a whole, with the minimum required 226, Ukrainian News Agency reports.
After the adoption of this document as a whole, the bill on the state budget-2021 is considered adopted in the first reading.
According to the Budget Code and the regulations of the Verkhovna Rada, the draft state budget for the next year in the first reading must be adopted before October 20.
After that, the Cabinet of Ministers, with the participation of the parliamentary budget committee, must, within 14 days, but no later than November 3, submit to parliament an updated draft, taking into account its budget conclusions with a comparative table explaining the reasons for rejecting individual parliamentary proposals.
On September 14, the Cabinet of Ministers proposed the Verkhovna Rada adopt the state budget for 2021 with revenues of UAH 1.07 trillion, expenditures of UAH 1.33 trillion and a deficit of UAH 270 billion.
The draft state budget-2021 provides for revenues in the amount of UAH 1,071.144 billion, including the revenues of the general fund of the state budget – UAH 946.359 billion, the special fund – UAH 124.785 billion.
State budget expenditures are envisaged at the level of UAH 1,330.981 billion, including the expenses of the general fund - UAH 1,194.910 billion, the special fund - UAH 136.070 billion.
The maximum volume of the state budget deficit is set at UAH 270.354 billion, including the deficit of the general fund - UAH 245.410 billion, the special fund - UAH 24.943 billion.
At the same time, GDP growth for the next year is projected at 4.6%, inflation - 7.3%, average monthly salary – UAH 13,600.
It is assumed that from January 2021 the minimum wage will increase to UAH 6,000, and from July 2021 - to UAH 6,500.
The draft state budget for 2021 also provides for a reduction in public debt by 3.4 percentage points to 64.6% of GDP.
The dollar exchange rate at which the state budget was calculated is 29.1 UAH/USD.
As Ukrainian News Agency earlier reported, the Accounting Chamber estimates the loss of the state budget from the strengthening of the hryvnia exchange rate at UAH 9.2 billion.
