The general fund expenditures plan for January-April 2018 was unfulfilled by 9.1% or UAH 27.7 billion, with the most underfunding available in the social sphere. Deputy Head of the Opposition Bloc faction Serhiy Lovochkin appealed to Prime Minister Volodymyr Groisman with a request requiring the full financing of the expenditures envisaged by the state budget. This is said in respective statement by the press-service of the politician, Ukrainian News Agency reports. “I require taking systematic measures without delay aimed at timely and full implementation of the indicators envisaged by the State Budget - 2018. First of all, it is about financing state programs and subventions to the budget of local level aimed at developing a system of health care and education, increasing social protection of families, children and young people, strengthening spiritual and physical culture, strengthening the environment, as well as intensifying economic development and creation new work places,” said in a request. The politician said that the general fund expenditures plan for January-April 2018 was unfulfilled by 9.1% or UAH 27.7 billion. At the same time, according to him, the special alarm is caused by the fact that during the execution of the budget the government ignores the interests of Ukrainian society and does not take into account the needs of the citizens of the country at all. After all, the lowest level of implementation of the budget expenditure plan is noted in the following areas: health care – the plan is unfulfilled by 57%, the economy (42%), spiritual and physical culture (32%), social protection of families, children and youth (29%), environmental protection (22%), education (11%). The request states that not a single penny has been allocated from the general budget fund for financial support to public associations of the disabled (according to the plan – UAH 26.7 million or one third of the annual volume), privileged travel of students (according to the plan – UAH 3 million or 17% of the annual volume), reconstruction of the National Cancer Institute (according to the plan – UAH 8.4 million or 5% of the annual volume). Construction of the medical and rehabilitation corps of the “National Institute of Cardiovascular Surgery named after Amosov” was financed only by 0.3% of the plan for the first 4 months, construction of the “National Children’s Specialized Hospital “Okhmatdyt” – by 1.2%, measures for social, labor, vocational rehabilitation of the disabled – by 1.7%, rehabilitation of disabled children – by 3%, social protection in case of disability – by 6.2%, measures for social protection of children, families, women and other socially vulnerable categories of citizens – by 9.6%. There is a similar situation with the lack of financing of part of subventions to the budget of local level. The politician stressed that not a single penny was allocated to the development of rural medicine (according to the plan – UAH 250 million or 25% of the annual volume), in support of the territories affected by the armed conflict in the east of Ukraine (UAH 3.7 million or 11% respectively), creation of work places for the reconstruction and development of the infrastructure of the Donetsk region (UAH 5.7 million or 7% of the annual volume), for the formation of the infrastructure of the united territorial community (UAH 211 million or 11% of the annual volume), for the socio-economic development of the territories (UAH 546 million or 11% of the annual volume), for projects of the Regional Development Fund (UAH 800 million or 20% of the annual volume). “One of the main reasons for the low level of financing of the specified items of budget expenditures is the slowness of processing the procedures necessary for the implementation of expenditures, primarily of a capital nature. In addition, at the beginning of May this year, 59 passports of budgetary programs were not approved,” Serhiy Lovochkin explained.
