Energy Ministry Decides To Complete National Energy Action Plan To Limit Gas Consumption

The crisis committee at the Ministry of Energy and Coal Industry decided to finalize the national energy action plan to limit the consumption of natural gas in the country.

The adviser of the Minister of Energy and Coal Industry Maksym Biliavskyi announced this on Facebook, Ukrainian News Agency reports.

"The crisis committee at the Ministry of Energy decided to announce the completion of the crisis situation, transition to the regular mode of operation from March 7, 2018," he wrote.

The National Energy Action Plan to limit gas consumption was introduced on March 2 due to the refusal of Gazprom (Russia) to supply gas and provided for the transfer of generating companies from gas to fuel oil and the closure of educational institutions.As Ukrainian News Agency earlier reported, on March 1, the board chairperson of the Naftogaz of Ukraine national joint-stock company Andrii Kobolev said that Gazprom's refusal to supply gas was a violation of the agreement and failure to comply with the decision of the Arbitration Institute of the Stockholm Chamber of Commerce (Sweden).

On February 28, the Stockholm Arbitration Court satisfied Naftogaz of Ukraine's claims for compensation of USD 4.63 billion for gas volumes that were not supplied by Gazprom for transit.

Besides, the Arbitration Court rejected Gazprom's claims on fines for allegedly illegally seized volumes of transit gas by Naftogaz.

At the same time, the Stockholm arbitration did not satisfy the demand of Naftogaz of Ukraine to revise the tariff for transit.

On December 22, 2017, the Arbitration Institute of the Stockholm Chamber of Commerce completely rejected the demands of Gazprom regarding the take-or-pay principle for USD 56 billion in 2012-2017.

Besides, Naftogaz has reduced the mandatory annual gas supplies by more than 10 times in accordance with its import requirements.

Naftogaz also claims that, based on the results of two arbitration proceedings in Stockholm arbitration, Gazprom has to pay USD 2.56 billion in favor of the Naftogaz.
