Foreign Ministry Of Hungary Denies Reaching Agreement With Ukraine Over Implementation Of Language Norms Of Education Law

The Ministry of Foreign Affairs of Hungary denies that during the talks that took place on February 7 Ukraine and Hungary have reached an agreement on the regulation of the implementation of language norms of the law On Education.

The Ukrainian News Agency learnt this from a statement made by the Minister of the State for Parliamentary Affairs of Hungary Levente Magyar.

As it was earlier reported by the Ukrainian press, a representative of the Ministry of Internal Affairs of Ukraine Vasyl Bondar has reached agreement with his Hungarian counterpart Levente Magyar on the issue concerning the language norms of the Education Law.

But in a recent statement the Hungarian Foreign Ministry disproved the information about reaching an agreement by the officials on the subject.

Deputy Foreign Minister of Hungary Tamash Mentser stressed that the Hungarian government would continue making pressure on Kyiv through blocking all Ukrainian plans toward European integration until the Hungarian minority living in Ukraine (in Zakarpattia) say they agree to the conditions offered by the Ukrainian authorities with regards to the language norms of the Education Law.

At the same time, Deputy Foreign Minister of Ukraine Vasyl Bondar on his Twitter raised eyebrow over the Hungarian side debunking the earlier agreements.

"This is all very strange. First, we hold negotiations with the Minister of the State of Hungary who confirms the positive outcome of the talks to the press. And then the Foreign Minister's spokesperson says something absolutely contrary to that effect," Bondar wrote.

As Ukrainian News Agency earlier reported, on February 7, the Ministry of Foreign Affairs of Ukraine stated that after the diplomatic talks it reached an agreement with Hungary concerning key issues of the implementation of the language norms of the Education Law.

On February 14, Ukraine will hold consultations with Hungarian minority regarding the language norms.

On September 28, 2017, a new Education Law came in force.

Poland, Hungary, Romania, and Moldova have expressed concerns that the language provisions of the new law "On Education" violate the rights of national minorities in Ukraine.

Hungary said that it intended to block any initiatives concerning the integration of Ukraine into the European Union because of the language provisions contained in the new Education Law.

The Council of Europe's European Commission for Democracy through Law (the Venice Commission) recommended that Ukraine increase the transition period of implementation of the language provisions of its new Education Law.
