Poroshenko Approves Medical Reform

President Petro Poroshenko has approved a bill on healthcare reform.

President signed off the bill on his working trip to Odesa region, Ukrainian News Agency reports.

"Accepting the state guarantees for medical servicing of the population was not an easy decision to me as a President. But I signed it acknowledging the right of every Ukrainian citizen to a quality medical assistance... and because the situation with the healthcare in Ukraine cannot remain any longer on the level at which it exists now. We will need to take decisive steps to revamp the system," the President said.

At the same time, Poroshenko said that he addressed the Cabinet of Ministers with the request to draft a number of legislative measures to protect rights of the citizens and prevent the reform from bogging down.

The President said that he had done his part by allowing the medical reform to come out but stressed that the Cabinet was now responsible for the proper implementation of the reform.

"By no means should this law degrade the quality of the medical care to Ukrainians. Its implementation requires close attention of the government," Poroshenko said.

The bill envisages a system of guaranteed paid by the state medical services and cost of medical products to citizens of Ukraine, in accordance with the approved list of state-funded medical services and products.

The state-guaranteed package of medical services envisages the full coverage at the emergency, palliative and basic levels, partial coverage - at the secondary level of medical care (requiring special treatment and highly specialized treatment), as well as services on rehabilitation and medical services to children under 16 years old, and medical services during pregnancy and labor.

The list of medical services and products is subject to approval by the Verkhovna Rada under annual state budget, and the state funding for the program is defined as a percentage from the gross domestic product each year, but no less than 5%.

The law also envisages creation of a centralized state executive body, the Single National Customer, that will exert management over the financing and rendering of the medical services.

The new mechanism of financing will be implemented gradually, staring from 2018 at the initial level and until 2020 when it is supposed to be completed.

The law also envisages creation of an electronic system of healthcare that would allow keeping the records of the medical services and other related information in the automated form.

As Ukrainian News Agency earlier reported, Poroshenko considered passing the bill on medical reform the first step on the way to an insurance healthcare.

On Thursday, Poroshenko also signed the bill On Increasing Accessibility to Medical Services in Rural Areas.
