NACP Discovers Deficiencies In Kubiv's E-Declarations For 2016

The National Agency on Corruption Prevention (NACP) has discovered deficiencies in an electronic declaration submitted by First Deputy Prime Minister / Minister of Economic Development and Trade Stepan Kubiv for 2016.

This is said in a report on the full check of the declaration of Kubiv, Ukrainian News Agency reports.

During the check, information requests were dined by the Administration of the State Border Guard Service, Prevention Department of the National Police, National Depository, Pension Fund and Main Administration of the State Fiscal Service in Kyiv.

Given that the above state bodies refused to provide information relevant for the check, the NACP conducted the check based on sources and data available to it.

In particular, under the section Objects of Incomplete Construction in the declaration Kubiv stated two land plots in Lviv region, a summer house in Kyiv and an apartment and a garage in Lviv.

But the aforesaid property stated by Kubiv is owned by him and thus should have been declared under the section Property Objects.

Kubiv declared UAH 82,800 in interest from PrivatBank while in accordance with the bank statement he had been paid only UAH 77,700.

In addition, Kubiv omitted to state in his declaration an apartment and a storage facility in Lviv owned by his daughter.

Upon request Kubiv provided to the NACP a purchase and sale agreement for the apartment that stated the apartment's price as UAH 286,000.

The results of the check established that Kubiv breached requirements under Clauses 2, 2-1 and 7, Section 1, Article 46 of the law On Prevention of Corruption.

At the same time, the agency concluded, no reasons were present to charge him with criminal responsibility.

Kubiv will have to re-submit the correct declaration.

As Ukrainian News Agency earlier reported, Kubiv declared UAH 709,722 of income for 2016.
