Rada Introduces Fines On Households For Late Settlement Of Utility Bills From 2019

The Verkhovna Rada of Ukraine has introduced fines on households for late settlement of utility bills from 2019.

With 226 votes required, 262 lawmakers voted for bill No.1581-д, Ukrainian News Agency reports.

The sum of fine cannot be more than 100% of the debt.

A beneficiary of utility subsidies will be entitled not to pay fines if the state fails to pay the subsidies to the beneficiary in full. A consumer will be entitled not to pay fines if there are wage arrears before the consumer.

If providers of utility services fail to provide the services of proper quality they will be obliged to recalculate their bills and pay fines in size and order defined by laws or agreements.

This norm takes effect in six months after the date of publication of the law.

As Ukrainian News Agency earlier reported, the Verkhovna Rada of Ukraine has introduced compulsory insurance of responsibility of managers of apartment blocks for damage caused to the common facilities.
