UEFA Asks FFU To Justify Licensing Dynamo Kyiv To Participate In European Competitions

The Union of European Football Associations (UEFA) has asked the Football Federation of Ukraine (FFU) to justify licensing the Dynamo Kyiv football club to participate in European cup competitions.

The press service of the federation announced this in a statement, the Ukrainian News Agency reports.

The investigatory chamber of the UEFA Club Financial Control Body (CFCB) is analyzing Dynamo Kyiv's financial reports, on the basis of which the FFU licensed the club to participate in European cup competitions.

In the second half of September, the FFU received a letter from UEFA, in which members of the investigatory chamber asked the FFU to provide additional materials on this issue.

According to the FFU, the federation's General Secretary Yurii Zapysotskyi, provided details about this case in a letter to Dynamo Kyiv.

"The Football Federation of Ukraine received an official letter from the UEFA Club Financial Control Body (CFCB) on September 19, 2017. The letter stated that the investigatory chamber of the CFCB held a meeting on August 31, during which it examined the financial documentation provided by the Dynamo Kyiv football club. This examination uncovered debts relating to the club's financial obligations, the deadline for the payment of which the club had missed as of March 31, which is one of the main conditions for obtaining a license," the letter stated.

According to the CFCB, a more detailed analysis performed by members of the investigatory chamber showed that the deadline for payment of these debts expired more than 180 days ago (as of June 30, 2017), which caused concern in the CFCB regarding the justification for the Football Federation of Ukraine's decision to issue a UEFA license to the Dynamo Kyiv football club to enable it to participate in European cup competitions this season.

After this analysis, the CFCB expressed concern and asked the FFU to provide additional material related to the football club's financial statements to allow a more detailed verification.

"The UEFA letter that the FFU licensing center's Deputy Director Serhii Zadiran told the media about, there is no mention of the CFCB investigatory chamber opening proceedings against the Dynamo Kyiv football club itself. However, the UEFA has asked the Football Federation of Ukraine to justify the decision to license Dynamo Kyiv to participate in European cup competitions despite having an overdue debt," Zapysotskyi said.

According to him, the distortion of this issue and the inaccurate interpretation of the situation surrounding the issue of licensing the Kyiv-based club, which has not yet provided documents confirming fulfillment of certain financial obligations, is a violation of the UEFA regulations.

If necessary, the FFU is ready to provide Dynamo Kyiv advisory assistance in explaining materials coming from the UEFA in order to avoid such misunderstandings in the future.

As Ukrainian News Agency earlier reported, Dynamo Kyiv qualified for the 1/16th final of the UEFA Europa League competition on November 2.
