The Verkhovna Rada of Ukraine intends to introduce single tariff for primary medical service per person having respective contract with a health care establishment from 2018. A total of 234 parliamentary members backed respective bill No. 6604 in first reading, when 226 votes enough to pass the decision, the Ukrainian News Agency reports. The bill offers to introduce new concept of state financing, in particular, to shift from financing paragraph-by-paragraph cost sheets of medical establishments to new system of procurement of medical services and services in the field of public health on the basis of the result via single national customer (insurer). It is offered to launch introduction of the new model of financing for the services of primary medical assistance from 2018. The new model will be introduced in a form of direct financial relations between a supplier of primary medical assistance and the single national customer (a central executive body authorized to render strategic medical procurements in the same field). As Ukrainian News Agency earlier reported, the Verkhovna Rada of Ukraine has introduced the system of guarantees to pay for medical services from the state budget.
