PACE Condemns Rada For Adopting Language Provision Of Education Law Without Consultations With National Minorities

The Parliamentary Assembly of the Council of Europe condemns the Verkhovna Rada of Ukraine for adopting the language provision of the education law without consultations with representatives of national minorities.

The PACE adopted the resolution on the matter on Thursday, Ukrainian News Agency reports.

The PACE urges Ukraine to take into account all of recommendations of the Venice Commission on the law on education.

The Assembly calls on Ukraine to implement findings of the Venice Commission in its legislation.

The PACE notes that where States are taking measures to promote the official language, they "must go hand in hand with measures to protect and promote the languages of national minorities." Otherwise, according to the PACE, the result will be assimilation, not integration.

The PACE believes that during planning the implementation of the education reform, flexibility should be ensured to avoid hasty changes prejudicing the quality of education provided to school and university students belonging to national minorities. For this reason the PACE believes that a three-year transition period may prove to be short.

Therefore, the PACE urges Ukrainian to introduce flexibility regarding the duration of the transition period.

During the adoption of the resolution an amendment was removed from the document, which contained a recommendation to reconsider the question of education on languages of national minorities, having as a reference a flexible model of bilingual education for national minorities where at least 60% of education curricula are studied in the Ukrainian language and up to 40% in the language of the national minority.

As Ukrainian News Agency earlier reported, the Parliamentary Assembly of the Council of Europe decided to hold urgent debates on the Law of Ukraine on Education on October 12.
