The Law of Ukraine On Creation Of Conditions For Peaceful Settlement Of Situation In Some Districts Of Donetsk And Luhansk Regions that gives further effect to the Law of Ukraine On Special Order Of Local Self-Governance In Some Districts Of Donetsk And Luhansk Regions has taken effect. The Law was published by the Holos Ukrainy parliamentary newspaper on Tuesday, Ukrainian News Agency reports. Therefore, the Law took effect on the day of its publishing. Hence, the Law was extended until October 10, 2018. The law On Special Order of Self-Governance in Separate Areas of Donetsk and Luhansk Regions entered into force on October 18, 2014. According to Article 1 of this law, a special order of self-governance in "separate districts" of Donetsk and Luhansk regions, which are determined by the parliament, is to be introduced for three years. The remaining articles of the law have not entered into force: the article on amnesty and non-prosecution of participants in the events in the Donbas; the article on the linguistic self-determination rights of residents of the Donbas and the possibility of using the Russian language in government and local self-government agencies; the article on participation of local self-government agencies in appointment of heads of prosecutor's offices and courts; the article on the possibility of concluding agreements on economic, social, and cultural development of certain regions with local self-government agencies; the article on special state support for restoration of industry and infrastructure; the article on development of cross-border cooperation between certain regions and Russia; the article on creation of detachments of people's militia in certain regions. The parliament amended only article 1 of this law to provide for introduction of a special procedure for local self-government in the non-government-controlled areas of the Donetsk and Luhansk regions for a period of one year from the date of introduction of this law (the law On Creation of Necessary Conditions for Peaceful Resolution of Situation in Separate Areas of Donetsk and Luhansk Regions). This law also stipulates that the special procedure will enter into force only after fulfillment of all the conditions that were previously (since March 2015) stipulated in the final provisions of the law On Special Order of Self-Governance in Separate Areas of Donetsk and Luhansk Regions." As Ukrainian News Agency earlier reported, Poroshenko has ruled out the possibility of the law the law On Special Order of Self-Governance in Separate Areas of Donetsk and Luhansk Regions entering into force until all the parties to the conflict fulfill the conditions of the Minsk agreements.
