Rada Extends Law On Special Order Of Self-Governance In Some Districts Of Donbas

The Verkhovna Rada of Ukraine has given further effect to the Law of Ukraine On Special Order Of Local Self-Governance In Some Districts Of Donetsk And Luhansk Regions.

A total of 229 parliamentary members backed respective bill No. 7164 in principle, when 226 votes enough to pass the decision, the Ukrainian News Agency reports.

In particular, the bill was supported by a total of 122 out of 138 registered members of the Petro Poroshenko Bloc parliamentary faction (5 voted against), 59 of 81 members of the People's Front faction (2 voted against), 19 of 26 members of the Vidrodzhennia Party parliamentary group, 9 of 43 Opposition bloc faction (2 voted against), 8 of 19 members of the Will of People parliamentary group, 1 of 20 members of the faction of the Radical Party of Oleh Liashko (15 voted against), 1 of 26 Samopomich Association faction (16 voted against), 10 of 49 non-affiliated MPs (10 voted against).

At the same time, the Batkivschyna All-Ukrainian Association faction did not give a vote for the bill.

The Law of Ukraine On Special Order Of Local Self-Governance In Some Districts Of Donetsk And Luhansk Regions took effect on October 18, 2014.

Article 1 of the Law of Ukraine envisions temporary introduction (for the period of 3 years) of special order in some districts, cities, towns and villages.

Other Articles of the Law of Ukraine have not taken effect: on amnesty and non-persecution of participants in the Donbas events; on the right of language self-determination of Donbas residents and possibility to use Russian within state bodies and local self-government bodies; etc.

In compliance with the Law, the said provisions will take effect once snap elections are conducted under the Ukrainian legislation in some districts of Donbas.

As Ukrainian News Agency earlier reported, President Petro Poroshenko rules out enactment of the law on special order of local self-governance in some districts of Donbas unless all parties to the conflict obey the agreements reached in Minsk (Belarus) on February 12, 2015.
