ECRI Urges Ukraine To Introduce Criminal Responsibility For Violations Of Rights Of LGBT

The European Commission against Racism and Intolerance (ECRI) urges Ukraine to introduce criminal responsibility for violations of equality of citizens because of sexual orientation and gender identity.

This is said in a report of ECRI published on Tuesday, Ukrainian News Agency reports.

"ECRI strongly recommends that sexual orientation and gender identity are specifically included as grounds in Article 161(1) and (2) of the Criminal Code as well as in all the aggravated forms of offences and the general provisions on aggravating circumstances under Article 67(1)(3)," reads the report.

It reads that ECRI will monitor execution of the recommendation within two years.

ECRI recommends that the authorities undertake research and collect data on LGBT persons in Ukraine as well as on discrimination and intolerance against them.

"ECRI strongly recommends that the grounds of sexual orientation and gender identity are explicitly included in the Law on Principles of Prevention and Combating Discrimination in Ukraine," reads the report.

ECRI recommends implementing measures, such as training of teachers, to promote understanding of and respect for LGBT pupils in schools and to prevent bullying.

As Ukrainian News Agency earlier reported, ECRI urges Ukraine to provide the cybercrime unit of the National Police with technical and human resources to combat hate speech on the Internet.
