OPIC To Consider USD 250 Million Loan To Energoatom For Construction Of Centralized Storage For Spent Nuclear Fuel On September 14

On September 14, 2017, Overseas Private Investment Corporation (OPIC) will consider a loan of USD 250 million to the Energoatom national nuclear power generation company for construction of the Centralized Storage for Spent Nuclear Fuel in the Chornobyl exclusion zone.

This is said in agenda of the meeting of the OPIC Board of Directors, Ukrainian News Agency reports.

Late in 2015, Energoatom President Yurii Nedashkivskyi said the national nuclear energy generating company had plans to borrow USD 250 million from Bank of America Merrill Lynch to implement the project for construction of the Centralized Storage for Spent Nuclear Fuel in the Chornobyl exclusion zone.

He said the company needed to receive USD 250 million for 25 years at a rate under 7%.

In 2016, Energoatom reached agreement with Bank of America Merrill Lynch on coordinating performance of due diligence procedure, drafting of the preliminary financing conditions, and preparation of the documentation necessary to issue securities on the United States stock market to raise funds for providing loans to the company for financing construction of the Centralized Storage for Spent Nuclear Fuel.

As Ukrainian News Agency earlier reported, Energoatom expects to raise USD 250 million from Bank of America Merrill Lynch before October 2017 for the construction of the Centralized Storage for Spent Nuclear Fuel.

On July 6, 2017, the State Nuclear Regulatory Inspectorate licensed the national nuclear power generating company for construction and commissioning of a centralized spent fuel pools facility in Chornobyl exclusion zone (Kyiv region).

The contract between Energoatom and Holtec International was signed in 2005.

The contract for construction of the Centralized Storage for Spent Nuclear Fuel stipulates that the Holtec International company will supply special equipment for dry storage of spent nuclear fuel and its transportation and will provide Ukraine with the technologies that will be used both at nuclear reactors and during transportation of spent nuclear fuel from nuclear power plants to the Centralized Storage for Spent Nuclear Fuel and within the storage itself.

Holtec International will supply 94 systems for storage of spent nuclear fuel for the Centralized Storage for Spent Nuclear Fuel. In the future, these systems for storage of spent nuclear fuel will be produced in Ukraine.
