MPs Want Rada To Up Specific Excise Duty On Tobacco Goods By 33%

Fifteen MPs want the Verkhovna Rada to increase the specific excise duty on tobacco goods by 33% to UAH 592.59/1,000 cigarettes and the ad valorem duty by 8 percentage points to 20% from January 1, 2018.

Ukrainian News learned this from bill No.6683-1 registered by the Verkhovna Rada on July 21.

Thus, the MPs want the Verkhovna Rada to increase the excise burden on 1,000 cigarettes by UAH 196.7 to UAH 792,75.

The note to the bill reads that the bill will provide additional UAH 11.8 billion to the state budget annually.

The bill envisages amendments to the Tax Code of Ukraine.

The bill will provide Ukraine's meeting commitments assumed under the Association Agreement with the European Union.

The authors of the bill are MPs Oksana Yurynets, Andrii Antonyschak, Yaroslav Dubnevych, Andrii Kot, Mykola Liushniak, Robert Horvat (the faction of the Solidarity Bloc of Petro Poroshenko), Ihor Shurma (the faction of the Opposition Bloc), Denys Silantiev (the faction of the Radical Party of Oleh Liashko), Tatiana Ostrikova (the faction of the Samopomich Party), Ihor Lapin, Ihor Vasiunyk (faction of the People's Front Party), Vasyl Petiovka (the Will of People), Dmytro Dobrodomov, Taras Batenko, Oleh Osukhovskyi (independent).

As Ukrainian News Agency earlier reported, the Cabinet of Ministers has proposed that the parliament abolish the possibility of establishing minimum prices for tobacco products in the legislation.

The Cabinet of Ministers suggests that the Verkhovna Rada raise excise duties for cigarettes from UAH 445.56 to UAH 495.46 per thousand, for beer from UAH 2.78 to UAH 3.09 per liter and for ethanol from UAH 126.96 to UAH 141.18 per liter of 100-percent spirit.
