Ukrtransgaz Not Provides 10-Year Development Plan For Gas Distribution Network To Energy Commission

The Ukrtransgaz company, the operator of the Ukrainian gas distribution network, has not provided a development plan of the gas distribution network for the period of 2017 - 2026 to the National Commission for State Regulation of Energy and Utilities.

Chairperson of the National Commission for State Regulation of Energy and Utilities Dmytro Vovk has said this in a statement to Acting President of Ukrtransgaz Myroslav Khimko, Ukrainian News Agency reports.

According to the law On Natural Gas Market, the operator of the gas distribution network annually develops and hand over to the Energy Commission for approval a development plan of the gas network for the upcoming 10 years based on actual and forecast data of the demand and the stocks of gas in storage (gas injection, offtake).

The development plan of the gas distribution network must address the number of questions concerning gas-related services (gas injection, offtake), in particular, construction and reconstruction of gas facilities for the upcoming 10 years, confirmed and future investments for the upcoming three years and the terms of implementation of all investment projects.

The development plan of the gas distribution network must ensure compliance of gas storage facilities with market demands.

According to the report, the Energy Commission since March 27 twice has addressed Ukrtransgaz with request for gas network development plan but the company responded only with an informative letter.

In one of its requests, the Energy Commission threatened to conduct snap inspection of the Ukrtransgaz's licensed activity.

As Ukrainian News Agency earlier reported, Minister of Energy and Coal Industry of Ukraine Ihor Nasalik criticized the position of the Naftogaz of Ukraine national joint-stock company on cutting investments in the gas distribution network.

According to the minister, the aforesaid policy of Naftogaz could have affected the technical capacity of gas injection by Ukrtransgaz.

At the same time, Commercial Director of Naftogaz Yurii Vitrenko stated that Naftogaz 2.5 times increased capital investments into the gas distribution network and guaranteed the uninterrupted gas supply.

The Ukrtransgaz network consists of 38,550 kilometers of main gas pipelines with the throughput capacity of 287.7 billion cubic meters of input gas and 178.5 billion cubic meters of output gas.

The gas pipeline network consists of 72 compressor stations (with the capacity of 5,544.3 MW) and 702 gas-pumping units.

Ukrtransgaz operates 12 underground gas repositories of the combined capacity of 30.95 billion cubic meters.

Ukrtransgaz is 100% owned by the Naftogaz of Ukraine national joint-stock company.
