Russia accuses Ukraine of obstructing the disengagement of forces and hardware from the boundary line in Donbas.
Ukrainian News Agency learned this from Remarks by Permanent Representative of the Russian Federation to the Organisation for Security and Cooperation in Europe (OSCE) Alexander Lukashevich on November 3.
«In Stanytsia Luhanska, the Armed Forces of Ukraine do not react to the daily notifications of the militia about preparedness for the start of the pullback of forces. Yesterday, Kyiv once more frustrated the start of the withdrawal,» he is quoted as saying.
According to Lukashevich, on the other stretches of the line of contact the Armed Forces of Ukraine are trying to invade additional territories, erect fortified localities and advance to the frontline.
«In the November 1 report, the SMM informed of a shift of an AFU road block 3km south-east in the Lebedynske - Berdianske sector,» he stressed.
Lukashevich supposes that the OSCE Special Monitoring Mission to Ukraine (SMM) observes inability of the Ukrainian government to settle the problem of internally displaced persons.
«The situation with freedom of the media continues degrading. The Peacemaker website continues working, radicals threaten and oppress members of the media unwanted by them,» he said.
The authorities are persecuting dissenting citizens on political motives, Lukashevich stressed.
«Hundreds of people are illegally kept in remand prisons and secret SBU jails. There is information suggesting torture and degrading treatment,» he added.
Meanwhile, he believes that there is no alternative to the fulfillment of the ‘Minsk accords' for peaceful settlement of the conflict.
As Ukrainian News Agency earlier reported, the Ukrainian part of the Trilateral Contact Group (TCG; Ukraine - OSCE - Russia) for resolving the situation in Donbas insist on a constant monitoring by the SMM of the process of withdrawal of the Armed Forces units and armed formations of separate districts of Donetsk and Luhansk Regions from the boundary line in the agreed sectors.
