President Petro Poroshenko's Decree, which enters into force the National Security and Defense Council's decision to extend Ukraine's sanctions against Russian individuals and legal entities by one year, came into force on Monday.
According data on the web-site of the Verkhovna Rada, respective presidential decree No. 437 of 17 October came into force on October 31, Ukrainian News reports.
The personal sanctions (ban on entering Ukraine, freezing of assets, suspension of financial transactions) were imposed against Vice Prime Minister Dmytro Rogozin, deputy of State Duma Volodymyr Zhirinovsky, and Chairman of the Federation Council Valentyna Matvienko.
In addition, sanctions were imposed on Russia's Deputy Minister of Defense Yuri Sadovenko, a number of members of the Russian Federation Council, individual State Duma deputies (including State Duma deputy leaders Sergei Zheleznyak and Sergei Neverov), first deputy commander of the Russian Black Sea Fleet Alexander Nosatov, deputy commanders of the Russian Black Sea Fleet Denis Berezovsky and Valery Kulikov, deputy chief of the General Staff of the Russian Armed Forces Sergei Istrakov, Russian Security Council Secretary Nikolai Patrushev, and a number of Russian soldiers.
Sanctions were also imposed on the founding of a number of Russian banks: Tempbank, Rossiya, Financial Standard, the Russian National Commercial Bank, Agroinkombank, Northern Credit, Genbank, Fia Bank, BaikalBank, IS Bank, and Sevastopol Marine Bank.
In addition, the presidential decree introduced a decision to impose personal sanctions on the "ministers," "deputy heads of the Council of Ministers," and "deputies of the State Council" (including "President" Vladimir Konstantinov and "First Deputy President" Konstantin Bakharev, who was elected to the Russian State Duma from the Crimean district in September) of the Russia-annexed Crimea, the "head of the Crimea election commission" Mikhail Malyshev, the "head of the Sevastopol election commission" Valery Medvedev, "acting Governor of Sevastopol" Dmitry Ovsyannikov, former head of the Security Service of Ukraine's main department in Crimea Petro Zima, "directors" of state enterprises in the Crimea.
In addition, sanctions were imposed on a number of so-called "ministers" and "deputy minister," "deputies," "judges," employees the "prosecutor's office" of the self-proclaimed "Donetsk People's Republic" and "Luhansk People's Republic" and a number of "mayors" or "heads of district administrations" in the rebel-occupied settlements in the Donbas.
The sanctions against legal entities mean that their assets in Ukraine will be frozen, fulfillment of economic and financial obligations will be suspended, their trading operations will be restricted, the relevant trade agreements will be canceled, and transit flights and transportation on the territory of Ukraine will be partially or completely stopped.
The sanctions were imposed on the Russian state corporation Rostekh, the Rosmorport federal unitary enterprise, the Izhmash concern, the Rosoboronexport joint-stock company, the KamAZ public joint-stock company, the Progress plant, the RusAL united company, the Tulpar airline, the Uktus airline, the Ikar airline, the Alrosa airline, the Sokol airline, the Gazprom Flot company, the Izhavia company, the Rusvneshtorg company, the Bashneft company, the Chermetresurs company, the Zheldorsnab company, the Rostov Port company, the Vagondormash company, the Sochiteploenergo company, the Rusneftedobycha company, the Ilyushin Aviation Complex, the Donsk tobacco company, the Transmashholding company, and other companies.
As Ukrainian News Agency earlier reported, President of Ukraine Petro Poroshenko says if a draft "road map" of the implementation of the Minsk agreements is not agreed by December the European Union is likely to extend the sanctions against the Russian Federation until 2018.
