The National Bank of Ukraine (NBU) has bound banks and non-bank institutions to stop working with the Russian Federation payment systems. Ukrainian News Agency learned this from a statement made by the NBU press service. The regulator has ordered banks and non-bank institutions of Ukraine to discontinue provision of services of international payment systems created by residents of Russia. The NBU also has put them under obligation to finish mutual settlements on the accomplished transactions and return to the National Bank certificates of registration of contracts\/alterations of contracts of participation in such international payment systems. In keeping with the NSDC resolution, sanctions are applied to the payment organisations of international payment systems created by residents of Russia for one year. In particular, approval for operating procedures in Ukraine of international payment systems Anelik, Blizko, Colibri, and UNIStream is prohibited. Operation of the payment systems Zolotaya Korona and Leader in the territory of the country is prohibited too. As Ukrainian News Agency earlier reported, President Petro Poroshenko on October 17 put into effect the National Security and Defence Council (NSDC) resolution extending by one year the sanctions on RF legal entities and natural persons. This resolution also relaxes the sanctions on BM Bank (Kyiv). In particular, it lifts the restriction of terminating the discharge of economic and financial obligations: the ban to grant loans, financial assistance, guarantees, finance debt through buying securities, and to acquire securities. Meanwhile, the asset freeze sanctions remain.
