Dmytro Usov may become new head of Kyiv City Military Administration: media reports on what is known about potential candidate

Reports have emerged in Kyiv’s political and media circles regarding the possible appointment of Brigadier General Dmytro Usov as the head of the Kyiv City Military Administration. However, this information has not yet been officially confirmed, and other potential candidates mentioned include Kyrylo Fesyk, the head of the Obolonskyi District, and the head of the Desnianskyi District, who has been featured in the capital’s media, according to ua.news.

“Dmytro Usov is no stranger to the security and public administration systems. According to open sources, he is a brigadier general and secretary of the Coordination Headquarters for the Treatment of Prisoners of War, and has also served in the Security Service of Ukraine (SSU) and the Defense Intelligence of the Ministry of Defense of Ukraine. It is precisely this background that makes him a prominent figure in the context of the capital’s administration during wartime, when the head of the Kyiv City Military Administration is expected not only to manage administrative affairs but also to possess a deep understanding of the security situation,” the publication writes.

Supporters of this personnel choice emphasize that Usov has experience working in law enforcement agencies, is well-versed in the military hierarchy, and is directly involved in the process of bringing Ukrainian prisoners of war home. In this sense, his potential appointment could mean strengthening the security component of the capital’s administration, where issues of civil defense, coordination with the military, and crisis response remain critical.

At the same time, alternative scenarios are also being actively discussed. Kyrylo Fesyk currently heads the Obolonskyi District State Administration, and his name has long been mentioned in public discussions about possible personnel changes in Kyiv. Other names have also appeared repeatedly in public discourse, but so far none of them has been officially confirmed.

It is also worth noting the changing political context surrounding the Kyiv Military Administration. Following Tymur Tkachenko’s dismissal as the head of the administration on July 16, 2026, no official announcement was made regarding who would take over leadership of the capital’s military administration. This has created fertile ground for rumors, insinuations, and various theories regarding the future appointment.

If the news about Usov is confirmed, this will be an appointment with a clear security focus, which makes sense given the state of martial law and the constant challenges facing the capital. If, however, the decision turns out to be different, the very emergence of such rumors indicates that the President's Office is seeking a model for governing Kyiv that combines political control, security, and cooperation with city authorities.

At this stage, it is more accurate to speak not of the fact of the appointment, but of one of the most prominent scenarios regarding the personnel decision for the Kyiv City Military Administration.
