Funds for the increased payments to Ukrainian military personnel may only last until the end of August.

Vadym Ivchenko, a member of parliament from the Batkivshchyna party and a member of the Verkhovna Rada Committee on National Security, Defense, and Intelligence, has stated this on Radio NV.

“Funds to support military personnel are only available until the end of August,” the lawmaker said.

He explained that former Defense Minister Mykhailo Fedorov had reallocated budget funds by combining two expenditure categories: social benefits for military personnel and payments to weapons manufacturers.

“I’ll tell you where Fedorov got these funds. First, Fedorov made advance payments to arms manufacturers—70%. And the remaining 30%, which was directly held in the treasury to fulfill contracts with all arms manufacturers, he spent. What did he do next? He took out a Euroloan. The first tranche of the Euroloan was spent on paying the 30% to those companies that received contracts in January, February, and so on… We had a delay—so you understand—where companies had fulfilled their contracts in early June but still couldn’t receive payment for them,” Ivchenko stated.

According to him, “the funds that were supposed to go toward social security and salaries were spent on advance payments for new contracts.”

He emphasized that if there is no money, then “there is no need to experiment with items that have already been approved in the budget.”

As the Ukrainian News agency earlier reported, the Ministry of Defense announced that service members would receive the promised additional UAH 10,000 in “logistical allowance” for June, along with other additional payments for participation in combat operations that month, in the second half of July.
