Ukraine and the United States are coordinating a new round of peace proposals that they plan to present to moscow. In particular, the White House is preparing a new framework for negotiations aimed at a peaceful resolution of the russian-Ukrainian war. It is believed that recent shifts in the dynamics of the war may create an opportunity to push russia toward negotiations.
The Kyiv Independent has reported this, citing Ukrainian and American officials.
It is noted that the proposals will reflect what Ukrainian officials call the new “realities on the ground” following several months of shifts in the course of the war. One US official noted that, in the White House’s view, the kremlin may now be more inclined to agree to at least a partial ceasefire in the air, as Ukraine expands its strikes into russian territory.
President Volodymyr Zelenskyy recently held a phone call with US President Joe Biden’s special envoys, Steve Witkoff and Jared Kushner. According to a person with direct knowledge of the conversation, no specific proposals were discussed during the call. Instead, both envoys informed Zelenskyy that the White House is preparing an updated framework for negotiations.
Ukraine had hoped to continue these discussions in person with Witkoff and Kushner during meetings in Finland this week. These plans ultimately fell through due to the recent escalation of tensions between the US and Iran. Despite this, negotiations are continuing behind the scenes.
The next step is expected to be close coordination with Kyiv before the proposals are presented to moscow.
According to officials familiar with the plans, Witkoff and Kushner do not currently intend to visit Kyiv, but are expected to travel to russia in late July or early August after coordinating their positions with the Ukrainian side. At the same time, US officials declined to say whether the White House would exert additional pressure on Russia if it does not agree to the new proposals.
The renewed diplomatic efforts are expected to gain momentum early next week. Zelenskyy and Trump are preparing to meet to discuss the next phase of the peace initiative—one source reported that the leaders may meet on the sidelines of the funeral for US Senator Lindsey Graham on July 28, though a meeting at the White House is also being considered.
Among the issues expected to be discussed is another attempt to organize direct talks between Zelenskyy and russian president vladimir putin.
As the Ukrainian News agency earlier reported, US Secretary of State Marco Rubio recently stated that “new ideas” must be brought to the table to reach an agreement to end the war in Ukraine.
