Ukraine’s three key law enforcement agencies do not have permanent heads—only acting heads.
It was reported by the Ukrainian News agency.
These are the Ministry of Defense, the Foreign Intelligence Service, and the Security Service of Ukraine.
Specifically, the Ministry of Defense is temporarily headed by Yevhen Khmara, the former acting head of the Security Service of Ukraine (SSU); the Security Service of Ukraine is temporarily headed by Oleksandr Poklad; and the Foreign Intelligence Service is headed by acting head Oleh Luhovskyi.
The Ministry of Foreign Affairs also lacks a permanent head, while the current ambassador, Olha Stefanishyna, remains at the Ukrainian Embassy in the United States. Andrii Sybiha has been temporarily appointed to lead the Ministry of Foreign Affairs. He previously served as Minister of Foreign Affairs.
In addition, the State Border Guard Service of Ukraine is also headed by an acting head—Valerii Vavryniuk.
As the Ukrainian News agency earlier reported, the Cabinet of Ministers appointed Yevhen Khmara, the acting head of the Security Service of Ukraine, as acting Minister of Defense, and Andrii Sybiha as acting Minister of Foreign Affairs.
On July 16, the Verkhovna Rada approved the new Cabinet of Ministers under Prime Minister Serhii Koretskyi, with the exception of the ministers of defense and foreign affairs, whose appointments are submitted by the President for the Rada’s approval.
On July 16, Zelenskyy announced that he had entrusted Yevhen Khmara, the acting head of the SSU, to serve as acting Minister of Defense and would propose to the Verkhovna Rada that he be confirmed as Minister of Defense.
