Stanislav Luchanov, the former commander of the 155th Separate Mechanized Brigade, who is suspected of murdering the two civilian Moseichuk brothers, ordered his soldiers simply to “catch draft dodgers,” but for unknown reasons, they kidnapped and killed individuals who were not subject to military service.

This is evidenced by court documents, the Ukrainian News agency reports.

The case file regarding one of the suspects states that in the second half of June 2026, seven of Luchanov’s soldiers received an order from their command to search for military personnel who had left their units without permission and were illegally outside their places of duty, including the Moseichuk brothers, and to coordinate with the Military Law Enforcement Service and the National Police in carrying out this mission in order to return them to the military units where they are serving.

In accordance with the order, on June 25, the soldiers arrived at the Moseichuk brothers’ residence in the village of Kalynivka, Bila Tserkva District, Kyiv Region. “Due to a misguided understanding of military service and the rule of law while carrying out tasks to locate military personnel who are illegally evading military service, they had previously agreed to abduct, unlawfully deprive them of their liberty, and illegally detain them, restricting their right to freedom of movement,” the court documents state.

The investigation also believes that Luchanov’s subordinates failed to verify that the Moseichuk brothers were not military personnel at all, were not performing military service, had not left any military unit, and are civilians; they did not check their documents, including military documents. In addition, one of the soldiers fired a firearm twice at one of the brothers, wounding him in the leg. After that, the soldiers tied the brothers’ hands and feet, blindfolded them, and forcibly placed them in a Mercedes Vito and a Mitsubishi L200.

The investigation concludes that the soldiers failed to follow the orders of their unit’s command and neglected their duty to deliver the aforementioned individuals to the Military Law Enforcement Service and the National Police, which also prevented them from verifying that the Moseichuk brothers were not involved in military service. However, the servicemen transported the brothers to Poltava, where they were unlawfully detained at a location not identified by the pre-trial investigation authority for an extended period of time.

The investigation into the case is being conducted by the Bila Tserkva District Police under the procedural supervision of the Bila Tserkva Specialized Prosecutor’s Office for Defense Affairs of the Central Region.

As the Ukrainian News agency earlier reported, on July 13, Stanislav Luchanov, the commander of the 155th Mechanized Brigade, was detained in connection with the abduction and murder of the Moseichuk brothers in the Kyiv Region. Luchanov became the tenth suspect in this criminal proceeding. On July 11, after the investigation began, Luchanov failed to appear before law enforcement authorities, prompting authorities to issue a warrant for his arrest. The court also imposed a pretrial detention order in absentia. On July 11, the Operational Command “North” confirmed media reports that a search was underway for the commander of the 155th Separate Mechanized Brigade (military unit A5001) Stanislav Luchanov, who had left his post without authorization. A pretrial detention order was issued for Stanislav Luchanov, with no alternative in the form of bail.
