Finance Ministry approves plan to combat artificial fragmentation of businesses

The Ministry of Finance has approved a plan to combat the artificial fragmentation of businesses.

This is stated in a press release from the Ministry of Finance, the Ukrainian News agency reports.

It is noted that an interagency working group has been established, with the goal of moving from a piecemeal response to individual violations to the implementation of systemic solutions that will prevent abuse and tax evasion. The goal is to establish transparent and clear conditions for doing business.

The solutions being developed by the working group are designed to protect honest businesses from unfair competition by those who artificially minimize their tax liabilities and thereby gain an unfair competitive advantage.

Further steps were agreed upon: ways to counter artificial fragmentation, improve the detection of illegal tax evasion practices, and deepen cooperation among government agencies involved in the fight against the shadow economy.

As the Ukrainian News agency earlier reported, the first inaugural meeting of the working group took place on June 23, 2026, chaired by Prime Minister Yuliia Svyrydenko and Finance Minister Serhii Marchenko. During the meeting, Yuliia Svyrydenko identified the de-shadowing of the economy as one of the government’s key priorities and emphasized that this is a demand from the business community, society, the Ukrainian Armed Forces, and international partners.

Following the meeting, government agencies were tasked with developing comprehensive solutions in priority areas for the de-shadowing of the economy.
