Senate Republican Majority Leader John Thune said the White House worked closely with Lindsey Graham during the preparation of the document.

"It will require the support of both Democrats and Republicans in the Senate, but I am hopeful that we will succeed," Thune said.

According to him, this sanctions package was one of the main priorities of Graham in the last days of his life and may become his political legacy.
