Effective January 1, 2027, Ukraine will adopt a new classification of economic activities—NACE 2.1-UA, which is harmonized with the European Union and is intended to ensure the compatibility of Ukrainian economic data with EU statistics and replace the current KVED:2010.
It was reported by the State Statistics Service, according to the Ukrainian News agency.
The new classification has already been approved by an order of the State Statistics Service.
NACE 2.1 is the current version of the classification, which the EU has implemented in its statistical practices since 2025. Its implementation in Ukraine means full synchronization of methods, comparability of data, and easier business operations with partners in Europe.
The main idea behind the classification is to group enterprises by common characteristics: type of products or services, technological processes, shared raw material base, or production methods. Each group has its own code, which is used to identify the primary and secondary types of activity of enterprises, their divisions, and sole proprietorships.
The transition to the new KVED codes will take place in stages.
Throughout 2026, work will continue on preparing methodological explanations for NACE 2.1-UA, statistical and information systems will be adapted to work with the new classification, coordination and communication activities with government agencies and users will be conducted, and digital tools for determining economic activity codes will be developed.
Starting next year, the plan is to begin applying NACE 2.1-UA in statistical activities, recode economic activities in statistical registers, and ensure the comparability of statistical data between the old and new classifications.
Starting in 2028, full implementation of NACE 2.1-UA is planned for national statistical surveys.
For most businesses, the changes will occur automatically—without the need for any additional action. This will apply to those economic activities for which the new NACE 2.1-UA classification maintains a direct “one-to-one” correspondence between the old and new codes (the final level of correspondence will be determined by the State Statistics Service).
Re-registration will be required only for those whose:
– their current KVED code has been split into several separate codes, meaning the activity is now described in greater detail;
– or if the current code has a complex (“indirect”) correspondence, such as when several old codes have been merged or reassigned to others.
In such cases, businesses will need to update their registration information after the correspondence table is published.
As the Ukrainian News agency earlier reported, in June, businesses gave positive assessments of their economic performance for the fourth consecutive month, showing year-over-year improvement.
