Ukraine has rejected the proposed 28-point plan to end the russian-Ukrainian war and is seeking more favorable terms, as the situation on the battlefield has changed and no longer favors russia, the aggressor nation.
The American publication The New York Post (NYP) reported this, citing its own sources.
In November 2025, russia put forward a draft peace agreement consisting of 28 points. The document was supported by the administration of US President Donald Trump. This marked the start of several months of intensive negotiations, during which American negotiators met with representatives from both moscow and Kyiv to refine the proposal into an acceptable document.
However, the negotiations came to nothing, as russia refused to back down from its initial demands, and the talks ultimately reached an impasse in January after the US and Israel launched a war against Iran the following month.
An unnamed Ukrainian official told the publication that even Washington now acknowledges that moscow is not engaged in serious negotiations to end the war.
“Ukraine does not see any real participation on Russia’s part in discussing any plans to end the war <...> Now attention should be shifted to new tactics of pressure (on moscow—Ed.),” said the NYP’s source.
One European official noted that the seeds of this strategy were sown at last month’s G7 summit. According to him, at the meeting, leaders sought to reach a consensus on increasing pressure on russia to bring moscow back to the negotiating table.
He added that European leaders also urged Trump to view Ukraine as a strategic asset rather than a burden.
The NYP also reports that ahead of a crucial meeting with Ukrainian President Volodymyr Zelenskyy at the NATO summit in Ankara, Kyiv is moving away from the specific peace plan supported by the US, and is seeking to convince the American leader that Ukraine still holds key leverage in this conflict.
Ukrainian Ambassador to the US Olha Stefanishyna noted in a comment to the NYP that the absence of negotiations came against the backdrop of Ukraine’s strengthening position on the battlefield. This gives Kyiv a reason to take a more creative approach to ending the war.
“Ukraine has always been ready for substantive diplomatic engagement and remains committed to achieving a just and lasting peace. Unfortunately, the Russian leader has shown no genuine interest in ending the war,” Stefanyshyna noted.
She emphasized that a ceasefire does not necessarily have to be the result of endless discussions of a single peace plan, as there are other avenues.
“And I hope that Presidents Trump and Zelenskyy will discuss these possibilities at the NATO summit,” Stefanyishyna added.
As the Ukrainian News agency earlier reported, in November 2025, the American publication Axios published the contents of a draft 28-point peace plan. The document, according to the publication, contains russia’s maximalist demands on Ukraine, which it has been making since 2022.
