Verkhovna Rada proposing to introduce competitive selection process for position of Prosecutor General

A proposal to introduce a competitive selection process for the position of Prosecutor General is being put forward in the Verkhovna Rada. Anastasia Radina, a Verkhovna Rada member from the Servant of the People faction and the chairperson of the parliamentary committee on anti-corruption policy, has announced this on Facebook, according to the Ukrainian News agency.

In particular, Radina stated that she and her colleagues had registered Bill No. 15343 on the competitive selection process for the position of Prosecutor General.

“This approach is in line with EU practice. Both the EU’s chief prosecutor and the prosecutors general of member states are selected through a transparent competition (prominent examples include Latvia and Sweden). In nearly half of EU countries, political appointment is merely the tip of the iceberg in the selection process; it is preceded by a professional evaluation and a non-political selection of candidates,” she said.

According to her, this approach does not contradict the Constitution, under which the President appoints the Prosecutor General after the Verkhovna Rada approves the candidate.

“I have discussed this with legal experts and constitutional scholars—and they agree that the Constitution fully permits the introduction, at the legislative level, of a preliminary selection and evaluation of candidates from whom the President will choose one, the MP noted.

Yaroslav Zhelezniak, a member of the Verkhovna Rada from the Holos faction and co-author of the bill, explained on his Telegram channel that the proposal calls for the High Council of Justice to announce a competition for the position of Prosecutor General; it is envisaged that the competition commission will include international experts who will have the deciding vote. The commission will be required to select two candidates, from whom the President, at his discretion, will submit one candidate for appointment to the Verkhovna Rada.

In addition, it is proposed to tighten the requirements for candidates for the position of Prosecutor General; in particular, the proposal includes a requirement for at least five years of experience in leadership positions in state bodies, institutions, and organizations—including abroad—or in international organizations. 

As the Ukrainian News agency earlier reported, on June 21, 2025, President Volodymyr Zelenskyy appointed Ruslan Kravchenko as Prosecutor General after the Verkhovna Rada approved his appointment.
