Specialized Anti-Corruption Prosecutor’s Office finds unexplained assets belonging to Deputy Prime Minister Kuleba

A prosecutor from the Specialized Anti-Corruption Prosecutor’s Office (SAPO), based on materials from the National Anti-Corruption Bureau of Ukraine (NABU), filed a lawsuit with the High Anti-Corruption Court seeking to have assets totaling nearly UAH 5 million declared unjustified and forfeited to the state, acquired by Oleksii Kuleba, Deputy Prime Minister for the Restoration of Ukraine and Minister of Communities and Territories Development of Ukraine, through his sister.

It was reported by the SAPO, according to the Ukrainian News agency.

The lawsuit is based on the fact that in 2021, while serving as first deputy head of the Kyiv City Administration, Kuleba, through his sister, entered into preliminary contracts for the sale of an apartment and a parking space in Kyiv. In 2023, while serving as the Deputy Head of the Office of the President of Ukraine, he facilitated the conclusion of purchase and sale agreements for the aforementioned properties, their state registration, as well as the conclusion of service agreements regarding the apartment and parking space, involving his driver in the process.

The SAPO analyzed the official income and expenses of Kuleba and his family and determined that they did not have sufficient legal income to purchase these assets.

In light of this, the prosecutor filed a lawsuit seeking to have the assets—whose lawful origin raises reasonable doubt—declared unjustified and to recover them for the state from the nominal owner.

As the Ukrainian News agency earlier reported, in 2025, the SAPO asked the court to confiscate five apartments and a Land Cruiser belonging to MP Liudmyla Marchenko, who, barefoot and in a bathrobe, threw a bribe over a fence before the NABU arrived.
