The budget declaration for 2027-2029 provides for inflation of 8.9% at a hryvnia exchange rate of 48.3 UAH/USD by the end of 2027 in the event of the end of the war.
This was announced by the Verkhovna Rada member from the Servant of the People faction, deputy head of the committee on finance, tax and customs policy, Olha Vasylevska-Smahliuk, in a Telegram, Ukrainian News Agency reports.
"In the presence of the Prime Minister and the entire government, Finance Minister Serhii Marchenko is now presenting the coalition council with a budget declaration for the next three years - 2027-2029. The budget declaration envisages two scenarios: the end of the war and the continuation of the war. In the base scenario (the end of the war), inflation in 2027 will be 8.9%, and the dollar exchange rate at the end of that year will be UAH 48.3," she wrote.
More borrowing is also planned next year. The government expects the growth of public debt at the end of 2026 to be 106.1% of GDP. In 2027, it will be 113% of GDP.
The government has identified the priorities of the Budget Declaration for 2027-2029.
The main emphasis is on maintaining social support for citizens, raising social standards, and preparing for new challenges in the process of restoring the country.
Among the main priorities:
- Maintaining the expenditures provided for in the 2026 budget, in particular, financing screening programs, student nutrition, teacher remuneration, and demographic development measures.
- Increasing social standards and guarantees at a pace that is ahead of inflation. In particular, the following is projected to increase:
minimum wage:
- in 2027 - by 10.4%;
- in 2028 - by 8.7%;
- in 2029 - by 7.1%;
- in 2027 - by 10.9%;
- in 2028 - by 8.9%;
- in 2029 - by 7.1%.
