On June 15, the European Union will hold its first intergovernmental conferences with Ukraine and Moldova, during which Cluster 1, "Fundamentals," will be opened as part of the EU accession negotiations.
It was announced on the social media platform X on the page of the Cyprus Presidency of the Council of the European Union.
"On 15 June, under the Cyprus Presidency of the Council of the EU, we will convene the first Accession Conferences with Ukraine and Moldova to open Cluster 1 – Fundamentals. The Cyprus Presidency is proud to have driven forward this historic moment. As Presidency we worked intensively to reach this outcome," the post reads.
The decision is described as an important milestone and a recognition of the aspirations, resilience, and hard work of the two candidate countries that have chosen Europe and its values.
The EU Council announced in a press release that the meeting of the Conference on Ukraine’s Accession will take place in Luxembourg on June 15, 2026.
The meeting will be dedicated to the opening of negotiations on Cluster 1: Foundations. As noted, this cluster covers, in particular, the rule of law and fundamental rights, the functioning of democratic institutions, public administration reform, and economic criteria, and includes the following chapters of negotiations:
- Chapter 23 – Judiciary and Fundamental Rights
- Chapter 24 – Justice, Freedom, and Security
- Chapter 5 – Public Procurement
- Chapter 18 – Statistics
- Chapter 32 – Financial Control
