Verkhovna Rada Chairman Ruslan Stefanchuk discussed the new Civil Code with representatives of the LGBTQ+ community (a social group comprising people of various sexual orientations and gender identities). Speaker of the Verkhovna Rada Ruslan Stefanchuk announced this on Facebook, according to the Ukrainian News agency.
"I met with representatives of the LGBTQ+ community. We discussed the provisions of Bill No. 15150—the draft of Ukraine’s new Civil Code—and proposals for its revision," he said.
Stefanchuk emphasized the importance of an open and responsible dialogue on issues concerning human dignity, privacy, and equal rights.
"All proposals must be carefully reviewed in light of the Constitution of Ukraine, the practice of the European Court of Human Rights, European standards, and the necessary social balance," he noted.
Stefanchuk thanked the meeting participants for their frank and constructive conversation and their willingness to engage in professional discussions on legislative changes.
As the Ukrainian News agency earlier reported, in May, an online petition to Zelenskyy asking him to prevent the adoption of the new Civil Code (Bill No. 15150) garnered over 29,000 signatures in a single day, exceeding the 25,000 signatures required for consideration. Zelenskyy responded to the petition by stating that he could not remove the bill from consideration by the Verkhovna Rada and asked Verkhovna Rada Chairman Ruslan Stefanchuk to review the proposals outlined in the petition.
In April, the Verkhovna Rada passed the draft of the new Civil Code in its first reading.
Previously, Stefanchuk denied that the new Civil Code restricts or discriminates against the rights of the LGBT community.
In September 2025, Verkhovna Rada Chairman Ruslan Stefanchuk stated that he had developed proposals to update the Civil Code to make it a true “supermarket of legal opportunities” for every Ukrainian.
